History

Expert Engineering Sciences, Inc. (EES) was founded in 2013 by past employees of Krueper Engineering & Associates, David Eisenbeisz and Dale Dunlap, after that company's demise. EES was built on top of what was started and developed by KEA and retained the loyal clients in both the development and litigation industries. EES has now and continues to expand to include more development projects as well as establish architecture and interior design services under Artistic Solutions.

The professionals and experts at EES are continuously expanding their knowledge and skills to provide better and more efficient services to their clients. By adhering to the strict and extensive laws and regulations of California's bureaucracies and legislation, EES is able to provide expertise and services across the nation.

Principal | Civil & Transportation Engineer

Dale Dunlap, P.E.

Dale Dunlap, P.E. possess over 20 years of experience in transportation design, land development, and other civil engineering disciplines. He has held project management responsibilities for design of new state highways, local streets, and associated bridge structures, as well as grading and drainage. He has a comprehensive understanding of California and Federal publications regarding the design and operation of streets and highways such as the MUTCD, California MUTCD, A Policy on the Geometric Design of Streets and Highways, Roadside Design Guide, and other related State and AASHTO documents. He has been instrumental in the preparation of planning studies for public improvements on the state highway system and local government transportation facilities. Mr. Dunlap has also been consulting engineering project manager in the preparation of planning for diverse transportation projects for state and local authorities including the design of freeway and local roadway alignment and geometrics, grading and drainage, construction staking, and traffic handling.

David Eisenbeisz

David Eisenbeisz has worked in the areas of accident reconstruction and traffic safety of over 27 years. He has reconstructed over 2,000 accidents and has testified as an expert witness in criminal and civil proceedings in several counties in California and Utah. Mr. Eisenbeisz has worked on traffic engineering projects ranging from small temporary traffic handling plans to multidisciplinary traffic impact studies. He has a comprehensive understanding of the Caltrans manuals, the California MUTCD, key AASHTO publications (e.g. The Roadside Design Guide, A Policy on the Geometric Design of Highways and Streets, etc.), and other highway safety authorities.

Nitin Bhakta

Nitin Bhakta has over 29 years of experience working in the fields of traffic engineering and accident investigation and reconstruction. He has experience in the review of roadway plans and engineering studies and has developed CADD standards and policies. Mr. Bhakta is familiar with the standards and guidelines published by AASHTO, Caltrans, ITE, and other traffic engineering authorities. He is skilled  in assessing existing roadway design controls, such as available sight distance, in accordance with standards and guidelines accepted by the State of California.  He has drafted, reviewed, and performed QA/QC on hundreds of roadway profile and plan-view drawings.

Randy Frankie

Randy Frankie has 35 years of experience working as a project manager in the fields of land development, traffic engineering and accident investigation/reconstruction. In addition to engineering courses in traffic signal design and Autodesk design/animation/drafting software packages. He has experience in the design of numerous traffic signals, street improvements, parking lots, and land development projects in the Southern California region. Mr. Frankie has extensive experience reviewing plans and engineering studies and has performed QA/QC on a wide range of projects. He is familiar with the standards and guidelines published by AASHTO, Caltrans, ITE, and other authorities. He also has experience working with local agencies on projects from the early stages with the Planning Department through the issuance of certificates of occupancy.

Tom Wagner, L.S.I.T.

Tom Wagner has 20 years of experience working in the fields of land surveying, civil and traffic engineering, and accident investigation. He has performed land development surveying tasks that include topographic surveys for design and construction; layout staking for buildings, pipelines, and roadways; pad certifications; lot corner staking; property boundary surveys; grade staking; lot subdivisions and merges; ALTA Surveys; and other land surveyor duties. In addition to hundreds of land surveying projects, Mr. Wagner has investigated more than 2,000 traffic accident sites and is an expert in the identification and preservation of evidence from vehicle and pedestrian collisions.  Mr. Wagner is skilled in determining the limits of available sight distance in accordance with standards and guidelines published by Caltrans , AASHTO, and local agencies.  He is also experienced in conducting traffic signal studies, performing traffic counts, radar speed surveys, determining roadway rights-of-way, and managing other traffic-safety-related field projects.

Carson Storer, P.L.S.

Carson L. Storer, P.L.S., has fifty years' experience in every conceivable aspect of surveying, in both private and public sector projects, and has held local and federal positions. Mr. Storer has had complete responsibility for all matters involving surveying during his more than three decades with Krueper Engineering and Associates, while concurrently providing oversight and management for various land development projects. His career includes management positions in diverse projects, both private and public. He has played key supervisory or management roles in large projects such as the Roy Rogers Museum in Victorville, California. As a consultant, Mr. Storer has prepared, made, or led presentations of preliminary and final plans, as well as appeal proceedings.
